Envy applies to general resentment of a luckier person, rival or not; jealousy should be restricted to emotional or sexual resentment, especially of a rival. The two words have enjoyed a more intertwined and complex etymological history than is shown here, but modern use prefers the simple, aforementioned distinctions.
